While it's the Director's vision that presides over the film's storytelling, it's his collaboration with Cast and Crew that puts that vision on film. A Director may have one way of seeing a scene but when it comes to shooting it, that idea may not be practicable. It's his collaboration with his Cast and Crew that a solution will be found.
