Reincarnated. We don't know what a soul machine is or why it would be a bad thing in this world you've created, especially since the Reincarnated cop probably needed a soul to come back (only a guess, but it tells you that I'm not getting a grip on your story) How is the man the most powerful man on the entire planet? I'm assuming he has super powers or a machine that allows him to stay in power. Give us a hint. You say your protag becomes public enemy number one, so the whole world apparently hates him. Tell us about that. You gave us an interesting protag. A reincarnated cop. Now give us his goal and what happens if he fails.
I like what I think is the premise. Is it similar to ROBOCOP? I'm trying to get a clearer picture as well.

It seems not to be reincarnation but just the transferring of one's soul from one body to another in order to evade or to commit a crime. I like your idea. It has lots of possibilities. There was a movie where an entity did just that. The main character had to isolate it from other humans then kill himself, leaving the entity no other way out. Unfortunately, the entity found a dog. Can't remember the name of the movie. Good luck.
the opening seems to be causing confusion here. Maybe just calling him a "reincarnation cop" would be more clear. The conscientious part can be assumed by the reader. Just a thought
