So what is next? I understand specs do not sell and I don't want to try and sell them because the scripts are high budget. However, I should be able to use these screenplays to get work, right? I am wondering where to begin in this process. I have three feature scripts, two sci-fi, one drama and three or four shorts. No films have been made from them.

there's no magic ticket. show your scripts to people with $$ and influence, people who work in Show Biz. Enter contests like Nicholl, Sundance. Upload to Inktip, Blacklist. Meet Directors & Actors higher up in their careers. It's a freelance world. Luck plays. Timing. Talent. Being in right places.
Are they good? Has anyone besides your friends read them? Make sure they are top notch and then just get them out there. Query managers and production companies.
I'd suggest entering a few contests, preferably ones that offer free feedback (bluecat is one) and maybe look into online pitchfests. Just be careful because you can go broke doing that! Not too many managers or producers accept unsolicited materials these days, so unless you know someone who can get your script into the hands of an exec, contests and pitchfests can be a good option.
With that being said, don't just send them your script. Send them a query letter asking them to read your script. The last time I did a blast I sent out about 100 and heard back from 20. So it is a credible way to get your stuff read.
Send queries to managers... and keep sending them with each new screenplay. Like Josh says - it's a numbers game, so you send out a zillion queries and get a few responses.
