You don't say whether you intend to play the lead or whether you're more of a supporting actress in the project. Regardless, you might want to shoot a 3 to 5 minute video of a key scene in which you're featured as part of your pitch.

Yes. If you have to raise money for the film, you'll need to show if you can act. If you are self financing, do what you want.

Do you want to be an actress in the project or is being an actor in the project a condition of the deal?
Not a condition more a desire
FIFO (Fade In/Fade Out) might be able to help you with your project and desire to act in it.
What does the script look like? Who's your coach/consultant?
Then my advice is to go for it. Pitch it and if they like it tell them you're interested in acting in it. No real need to mention your desire to act in it if they don't like the project.

In an ideal world, establish an undeniable body of work that makes you a no-brainer for the role, and then pitch the project as a vehicle for your acting and writing talents.
