Please seasoned screenwriters, or producers, I have a script that places highly at competitions, but I was told I had too many locations for producers to take a chance, even if the story is captivating, timely, and has 3 D characters. Please let me know your thoughts also on what language to use in a multi-cultural script, Act1 begins in UK, and moves to Syria. Act 2 & 3 is in UK. I appreciate all responses. Thank you!

That's filmmaking. Folks break down scripts and do location scouts, figure out location(s) and production logistics.
If movie folks are serious, they will figure out a way to do it, both financially and physically. Or rewrite scenes to combine locations. Stuff like that solves itself in a development/production read with heads of each dept.
One thing to consider, rather than the larger scope of what country it takes place in, is where is each scene taking place. The setting of a scene can be just as powerful as what's being done or said within the scene. That being said, if you're bouncing around to a bunch of different locations within the UK or Syria, you might want to think about narrowing that down to just a few key locations in order to maximize the use of each location rather than having scenes that are scattered about.
For example: Does this scene have to take place in a train station? There are no other scenes in a train station and they are talking about nuclear codes falling into the wrong hands. Can we move this conversation to the same office we have in ten other scenes?
