You have to keep hammering away with each new screenplay. And the loglines in your queries need to describe Screenplays that have amazing ideas - so that the managers need to request and read them.
The writer with the number 1 annual Black List spec script of 2020 cold queried Manager John Zaozirny. Google them. JZ details how he works as a manager/producer, and what he expects from writers.

Bali Li - you missed the point. I wasn't shopping for an Agent. They are always on the lookout for marketable product/talent - that's how they earn a living. Hang around a few festivals, attend a few seminars, take a few classes and PARTICIPATE. Those are some of Agent's, Manager's and Producer's hunting grounds.

My Agent found me at a seminar - I didn't find him. He's not so much as 'my agent' as I am one of his clients.
