Read, read and read again. Screenwriting books, watch your favorite films try to use the skills learned from books on your favorite films, disassemble your favorite films for details by books. Read the scripts. Try to write the script for your favorite movie. Scene by scene. If you have any questions, write. Stage32 is a big friendly family.
It is hard to get an agent without a credit. Pitch on Stage 32 with producers available here. Study the site and see all Stage 32 has to offer. Look under script services in the menu. Study all those possibilities. You have access to A- listers, Emmy winners, studio execs, some agents and managers from time to time. This should be your network right now.
Dan - remember that I'm retired. I produce shorts as a means of helping young people explore the Film industry as a potential future career option. I do the odd little assignment as the mood strikes me.
Nicholo - not ornery at all; just self defense. If I let it be known that I accepted any & all unsolicited scripts, I would get zillions. Experience has taught me that about 99.4% are absolute unmitigated garbage. I don't want to spend my retirement wading through garbage. I'll gladly help anyone that I can but I found out that the VAST majority are not even helpable - but I do keep searching.
Doug, positively tip my hat to you.. gotta luv your attitude.. you talk straight, which is what I like!!. And I do 100% respect your opinion and your experience . And yes 80% of what gets on the screen today is pure garbage. I have a 2 page treatment (and short script) If you agree to read it and tell me it's garbage, I'll shred it and get off the site!!! Deal?
Submit to who? There are a million places. What do you hope to achieve. I’ll see if I can help.

Your Agent will do that, not you.
There are a million people in the queue to production companies. It is hard to get in front of those people.
