Ray that is a very broad question. There are a couple of broad answers:
1 - The camera and lenses that, used together, have the best balance of compromises that the DP can utilize to deliver the images that tell the producer’s story through the director’s vision of the script that is available within the budget parameters of the project.
2 - The cheapest camera you can get that often comes with an accessory who may know how to turn it on.
