It's probably best to get a manager...or a writing partner...sharing ideas is probably not a good idea...you always want to make sure no one uses it...I don't do any consulting anyway...but I wish you the best of luck!

You would have to contact agencies and they determine if they want to represent you. I contacted several before I was finally picked up. Good luck!

You can search for a writing partner in the Browse Members Section, Kevin Hager (www.stage32.com/people?name=&location=&roles=Screenwriter). I suggest adding a profile picture. I think it'll help you find a writing partner.
As for a manager or agent, I suggest building a portfolio of strong scripts that'll help you land a manager or agent. You can also enter Stage 32's contests (www.stage32.com/scriptservices/contests). Stage 32 sends the winners' loglines to over 500 industry executives, including literary managers, agents, and producers.
