Anyone know of such places? I am a writer/producer able to pitch an animated project to some top people but I need to find an indie studio who is at least willing to give me a quote for the project. Most seem to have shut doors to proposals. Thoughts? This is an animated war-drama in the vein of "Persepolis" and "Waltz With Bashir" based on a non-fiction memoir.

So you’re looking to get bids from animation houses to see what it would cost to set up production? Is this so you can create a budget you can show to investors?
As to why it might be hard to get bids, if a company is too small they might not have the experience to budget a feature. If they’re a bigger company, they might be busy with other work and don’t want to spend the time bidding on a job that might not happen.

There are many who will bid on a job. Most in Canada, the states are all producing their own -- Spain is also thriving.

I agree with Mike and Laurie. You might be barking up the wrong tree to find an indie company in the States that could help you. Most companies these days have enough talented artists and storytellers inhouse that are constantly pitching ideas. Even the smaller places do. A few years ago, you might have been able to get someone at Netflix to listen tp a pitch, but it's not likely these days. You're probably better looking internationally.
