A YouTube CMS is not something you buy or rent. As a YouTube Creator once you are approved as a YT Partner, YouTube will create one for you. CMS is a web-based tool for content creators.

Hey Kacee, what you are saying is right, however buying and renting cms is very common. However, You need to buy the company with the cms. For example a company which has acquired a cms in the past for their work, they can sell the company which also includes the cms. It's completely legal and allowed. And for renting a CMS both owner and renter discuss the terms revenue share operations etc and sign a legal binding agreement then you are good to go...
