I've sent notes to a few authors here and was impressed with the intelligence and creativity expressed in their stories. I tend to give particular, actionable notes rather than vague impressions, having gotten many useless notes from coverage readers who write in generalities.
The hardest part of screenwriting isn't the story/plot structure; it's the storytelling craft required to tell it within the professional expectations of experienced spec script readers. They don't have much patience or time when they read three scripts a day for their boss. Contest readers seem to have more time and focus on aesthetics over producibility. Less is almost always more.
