@India I’ve not heard phrase “collaborators” fee, my understanding is collaborators pool their talents with view to being paid for their joint result EG producer wants their script etc. However some do try to charge for swopping of ideas but I don’t think capitalising on mergence solely applies to this industry. I’ve paid for advice on craft but only from industry heads/artistic tyros with track record. In my past collaboration for a script we spent many online hours but neither charged. In one short film I leant a Red camera in exchange for a bit of acting but no money swopped hands.
If you want to act as producer on your project, then you might consider paying another producer to put the package together, line up investors, etc. But if you have little experience, it’s easy to get fleeced by bad people.
If you’re just looking to sell your script, they shouldn’t be charging you.
I just read your post again. Maybe I have it backwards. Are you talking about a producer paying the writer to use their work? I’m confused by your wording.

Honestly, run away as fast as possible. Scam. Writers are paid, not the reverse.

As per Matthew Kelcourse, that smells like a very common scam. You should never be paying a producer.
