Cyberpunk Sci-Fi Serial Killer Script - collaboration?

Hey Writers:

This idea came to me years ago, but I have no idea how to go forward. So I'm possibly looking for a writer with whom I can partner. Goal is to get it finished and ready for submission at worst by the end of Summer 2025. I have a treatment written and a 3 act outline.

My thoughts are possibly turning it into an animated film suitable for Netflix or Amazon. Doing another Blade Runner might be too expensive for a studio to consider.

Looking for a writer with credits either as a Producer or a Writer.

Note: I don't feel the prevailing need to feed into certain narratives related to social, sexual or sexual preferences, religious traditions, etc. I remember a time when none of that was necessary, and it was just about making movies. This is a slasher film that takes place in a Blade Runner environment, and I'm not interested in any sub-plots that might be a distraction - interpret that as you will and thanks for understanding.
