When we want to approach an actor on a project, we tend to find out who their agent, manager, lawyer is through IMDB Pro. We go through one of them if we want a script read. Usually our request comes with an offer, so the rep has to pass it on, and that means there's a legit, funded project to attach to.

I don't really use it for querying. It feels spammy to me.
