I don't think it depends only from one's experience: I see actors with zero experience signed in great agency and actors with huge experience and talent with no agent...
From experience, agents will tell you to get into an actor workshop. First impression is the last impression if we fit the market more work will come. Agents are focused on their fee.
I've been in the business for sometimes now, but I've always had an issue figuring out of When to find an Agent and How much experience you gotta to have before you have that meeting with an agent.
I was told by a successful colleague of mine that you find an agent when you are ready for one. I very recently came to understand what he meant. Don't look for an agent just to have an agent. Get out there, do some plays, films, commercials, showcases, or what have you. If you have got something, an agent or manager will take notice and contact you. You want an agent who really understands you and your abilities, otherwise they won't put you up for auditions that are right for you. Be patient, and work. When an agent expresses interest in you, that's when you know you are ready for one.
Thank you guys for your feed-backs, they all helpful. I agree that, if you work hard and show what you can do, that can get you an Agent. But How about when you live in small City, how do you get an Agent? Or when do you real know that its is a time for an agent?
Try and find out if there are talent agencies in your area. Invite agents to see your shows, showcases, and film premieres. Make sure you do your research on the agency to see if they are accepting new clients and if they will take your head shot and resume through mail or email. If you can, try and set up a meeting and come prepared with a few monologues that show your range (one is not enough) but also fit your look and style. As for how you know that it is time for an agent, take some professional classes and make sure you get feedback from the teacher. When you and your teacher(s) feel you are ready to present your work professionally that is when you are ready.

Doesn't matter where you live !! Correspondence through the agent can be done from anywhere in the world. You just need internet access.

None...I got signed because they liked my look and thought it was extremely marketable.
