TAG (the animation guild) and some key constituents put a lot of effort into a state of the industry report in an effort to get California to include animation in their incentive push. Incredible how the state does nothing for the industry. It's also a good resource for seeing where the jobs are. I hope it is successful. If California joins, it will add a big piece to the animation puzzle and gain momentum in terms of relationships and investment.

As someone who has lived and worked in both places, Texas is no better off with their incentives or cost of living (at least in metro areas). I know many animators who have hi-tailed it out of there.

What matters is not which state offers more opportunities. What matters is which state is more willing to invest in this regard. Classic situation: You go wherever Sane wants you most.

I applaud every effort to revitalize the industry. My cynical side feels that the ones who will benefit most will not be the artists and indie creatives, but the studio system, which is on a path to replace as many jobs with AI as possible.

Perhaps this could also end up being an irony, just as Pixar, which was founded after Disney left to focus on digital animation, later became part of Disney. What do you think friend Bob?

You are right. I am also a practitioner of what you say, but even if you have sufficient financial and intellectual accumulation on your own, you can only go so far.
