Yeah the budget is a factor, but make sure it is a good screenplay. I have used kickstarter and its a good site to use.
The financing comes first. How can you secure crew, equipment and your cast if you cant pay them?. No Agent & especially union is going to let their clients work is you cant post a bond or have production insurance. Sure the talent could help secure the ore sale but its a catch 22 you must work threw
