I'm looking to get a script filmed for a short film and hopefully collab other film content in the future. What's the best way to go about that as far as building those relationships?

I'd also look at your state's film commission website--usually there's a crew listing/contacts page. I found one of my best cinematographers that way! He connected me with a great sound guy and we worked together on a short, then on another and we've become friends and colleagues through the process. Good luck!
Great advice here from Dan and Lori. I'd add - volunteer on local film shoots (get paid if you can, but okay if not), network with the people working.
