What is the definitive definition of a micro budget film. I have heard that the budget has to be below $250,000.

Best place to get this information is the Screen Actor Guild website. Look up what they have for micro budget, ultra low budget, and low budgets. Those are the benchmarks for the industry whether you're using SAG talent or not.
