Is there ever any reason why a writer should submit two versions of a script i.e. one longer than 120 pages.

No. You should not do this. On the flip side, after the submission, if it's optioned or what have you, they may want things flushed out, scenes added. Depends on the option agreement and writing services if any is included. If they want it, you provide it.
