Pitching in pre-WGA strike era

What's everyone's thoughts on pitching to seek representation or pitching to producers in this time of uncertainty vis-a-vis the WGA strike?

I just completed a new pilot (and episode/season bible), but a writer friend suggested that it wasn't a good time to pitch to producers and/or representation as they aren't looking to add right now.

the chances of success are so small, so there is never a good time to present your project. a screenwriter should pitch his projects always and to everyone at any time, even to the devil during Armageddon.
