Anything Goes : Biopic by George Rodrigues

I'm working on a script for a biopic based on the life of Charles Laughton and his wife Elsa Lanchester. I don't know if a movie has ever been in development by a major studio, i've never seen one discussed anywhere at any time. Has anyone here ever written a biopic? How did you structure the narrative? What are the legal issues involved with producing a biopic?
