If you film outside of LA County, then you can get better pricing for your locations. We've filmed an hour north with great results and an hour plus east and both are far more cost-effective than LA proper. Also, are any of your "LA" shots possible to snag as stock footage? Or could you send a B-Unit crew to grab specific city shots and then shoot the rest outside of LA?
Also, to fully figure out if the cost is lower here in LA, I think you should compare insurance rates and crew rates. I have a feeling that crew day rates are lower in Europe than a local LA crew, but check it, as LA standard rates could also inflate your budget.
