A demoted FBI agent teams up with a group of energy workers, local government officials and
the National Guard to stop the escalation of a lethal terrorist attack on the
State of Wisconsin’s power grid
SYNOPSIS:
On November 16th, 2023, a well-coordinated domestic terrorist attack on the primary control center and key substations of the (Fictional Company): Wisconsin Power & Gas (WP&G) shuts down a large sector of the State’s power-grid, including the city of Milwaukee and state capital of Madison.
Our protagonist: Eddie (“The Falcon”) Falkowski, a demoted FBI agent and his partner Manuel (“Manny”) Martinez team up with the Governor’s office, Wisconsin’s National Guard and Natalie White, a WP&G Reliability Manager.
The control center attack requires Natalie and team to relocate to the backup control center so that they enact their Blackstart restoration plan to restore power to Wisconsin residents.
At the same time Eddie, and Manny must figure out the motives of the perpetrators behind the attack: Jonathan Reinhardt, a former WP&G security analyst, who was fired for insubordination recruits a group of right-wing Domestic Violent Extremists (Proud Boy fanatics) and secures initial funding from the dark corners of Russia’s Federal Security Service to implement the first phase of his plan.
The physical attack is executed by destroying key high-voltage substation transformers as well as killing several employees at the main control center.
The unfolding events capture national attention, exacerbating civil unrest, creating fear that a larger cascading blackout with further destruction of critical infrastructure could happen at any moment.
This is not a cyber-attack, but rather a para-military action, designed to shock the public in support of Reinhardt’s objective, which is to interrupt the daily lives of Wisconsin’s citizens, seek revenge on the executives who fired him and wake up the US Government to the physical vulnerabilities related to the fragility America’s power-grid.
