An underachieving pet sitter suspects his client's neighbor is a serial killer and must solve the case himself or risk becoming the next victim.
SYNOPSIS:
The Big Lebowski meets Rear Window. Shock Collar is a classic whodunit wrapped in a satire of suburban NIMBY culture. Nosy Karens beware, a serial killer stalks the exclusive gated community of Whitehaven Estates. When pet sitter Ben becomes the prime suspect, he must unravel the deadly mystery on his own.

Just to be clear, the pet-sitter is also a detective? They do their own detective work? Are they solving a case, or a case of curiosity? It's just the part about solving the case that throws me off.
No, he's not a detective. He's just a pet sitter who inadvertently becomes a suspect.
