Expand commentIt actually ended up being a bit of a larger budget at $250,000 and lost money as it only ultimately took 46,000 domestically and 120,000 internationally. You could probably make something quality for around $50,000 if you get most of your crew to work for free. But if you're wanting to develop a script, then I say just do it! If the story is good and it's well written, people will want to make it happen and will try to find the funds.
